the way not send review, it's if selected permissions on admin (of facebook app) users. example, if want create app post new status when create topic on forum, you'll access own "manage_pages,publish_stream" permissions, , administrator of app, review not require.

but, when want access website users permissions, need send review. takes ~2 business days.
